On April 1, 2014 the transfer of responsibilities from the Government of Canada to the Government of the Northwest Territories (GNWT) will come into effect. Through the Devolution Agreement, the GNWT will capture a percentage of resource royalty revenues. In 2012 new legislation created a Heritage Fund for the territory. It will serve as a mechanism for transferring a portion of resource revenues collected today, to future generations. Based on research of international best practices, and engagement with the GNWT, this task force report provides recommendations for how best to implement the Heritage Fund to achieve its stated objectives for benefiting NWT citizens today and tomorrow.
